Who We Are

The Alameda County Social Services Agency (ACSSA) provides essential support to Alameda County residents, helping individuals, families and communities meet basic needs in times of challenge and move forward with stability, dignity and purpose.

We serve one in three Alameda County residents, totaling to approximately 523,000 people.  We work collectively and in partnership with over 150 organizations to serve the needs of the community.

Our Story

We believe dignity, stability and care should be within reach for everyone, at every stage of life.

Life is unpredictable.  A job can be lost.  A health issue can upend everything.  Families face unexpected hurdles.  Aging brings new complexities.  In these moments, support isn't just helpful - it's essential.

We serve as a safety net when people need it and a way forward toward stability.  Whether someone is putting food on the table, navigating a crisis, accessing vital services or planning their next step, we show up with compassion, respect and steady partnership.

Across our services - from child safety to employment support to caring for older adults to supporting veterans and people living with disabilities - we create pathways to greater stability, connection and opportunity.

Human Resources

Human Resources provides personnel services for SSA; provides consultation and leadership on employee and labor relations issues; administers civil rights programs and language access for customers as well as internal staff; and coordinates the Agency’s Health & Safety programs, facility moves and renovations, and staff training and development programs.

Adult and Aging Services

We provide Adult Protective, Public Guardian/Conservator/Administrator, and Older American/Californian Acts services. AAS also administers In-Home Supportive Services (IHSS) and operates the Area Agency on Aging.

We provide emergency response and shelter services as well as investigative, maintenance, reunification, and permanent placement services for children and youth, and administer the Foster Care Program.

We administer the Information Systems and Program Integrity Division and the Workforce Development Board. GCR also provides community relations, disaster preparedness emergency management, legislative and budget analysis, and public information services.
